11,12.Kumbhakarna   told   Ravana   that   in   the   world   at   the   right   time   who   resorts   to   bestowing   gifts,   conciliation,   sowing   dissension   among   enemies   or   all   of   them   together   and   that   two   right   and   wrong,   virtue,   worldly   gain   and   sensuous   pleasure   deliberates   with   ministers   at   the   right   time   and   intelligently   acts   accordingly   never   meets   disaster.

13.Kumbhakarna   told   Ravana   that   in   this   world   he   who   discusses   with   his   ministers   knowing   the   reality   of   things   and   considers   what   is   to   be   done   and   what   is   not   to   be   done,   brings   salutary   consequences   for   him,   he   will   live   comfortably.

14.Kumbhakarna   told   Ravana   that   people   with   the   knowledge   of   beasts   without   knowing   the   import   of   scriptures   who   are   allowed   to   sit   for   discussions   desires   to   speak   through   impudence.

15.Kumbhakarna   told   Ravana   that   the   words   of   people   who   have   no   knowledge   of   scriptures   and   ignorant   of   rules   of   polity   who   seek   immense   wealth   will   bring   disaster   and   thus   should   not   be   followed.
